NPS Notice of Availability of
Final Environmental Impact Statement for
Cape Hatteras National Seashore’s ORV Management Plan

The National Park Service (NPS), Department of the Interior, announces the availability of the final environmental impact statement (FEIS) for the Cape Hatteras National Seashore (Seashore) Off-Road Vehicle Management Plan (plan/EIS). The purpose of the plan/EIS is to develop regulations and procedures that manage off-road vehicle (ORV) use at the Seashore to protect and preserve natural and cultural resources and natural processes, to provide a variety of visitor use experiences while minimizing conflicts among various users, and to promote the safety of all visitors.
 
Executive Order 11644 of 1972, amended by Executive Order 11989 of 1977, requires certain Federal agencies permitting ORV use on Agency lands to designate specific trails and areas. Title 36, section 4.10 of the Code of Federal Regulations implements the Executive Orders by providing that routes and areas designated for ORV use in units of the National Park System shall be promulgated as special regulations. Therefore, this plan/EIS is necessary to bring the Seashore in compliance with Executive Orders 11644 and 11989, address the lack of an approved plan, and provide for protected species management in relation to ORV use.

The final plan/EIS evaluates two no action alternatives and four action alternatives for managing ORV use, and identifies their potential environmental consequences. Consistent with NPS laws, regulations, and policies, and the purpose of the Seashore, the plan/EIS describes Alternative F as the NPS preferred alternative.  Alternative F is designed to provide visitors to the Seashore with a wide variety of access opportunities for both ORV and pedestrian users. Following consideration of public comments on the March 2010 draft plan/EIS (DEIS), Alternative F was revised to provide more pedestrian access adjacent to resource closures, where possible, and a more balanced approach to ORV routes and vehicle-free areas than Alternative F provided in the DEIS. To support access to both vehicle-free areas and designated ORV routes, Alternative F would involve the construction of new parking areas, pedestrian access trails, ORV ramps, and improvements and additions to the interdunal road system.

The NPS will execute a Record of Decision no sooner than 30 days from the date of publication of the Notice of Availability (NOA) of the FEIS in the Federal Register by the Environmental Protection Agency (EPA). The EPA NOA is expected to be published on Friday, November 19, 2010.
"The release of the final ORV management plan/EIS is an important step toward completion of the required ORV regulation at the Seashore," said Superintendent Murray. "We greatly appreciate the level of public interest and participation in the planning process."

Electronic copies of the document are available for public review online at: http://parkplanning.nps.gov/caha. Hard copies or compact disks (CDs) of the FEIS are being mailed to those who have previously requested them. A limited number of CDs and hard copies of the FEIS are available at the Seashore headquarters, 1401 National Park Drive, Manteo, NC 27954. Regional Issues / Northumberland County OHV Park Meeting

I'm passing this information here...

Hi Everyone,

 First I want to personally thank each and every one of you for your continued support of the Northumberland County OHV Park Project. The name will be changing in the future to reflect our Anthracite Coal mining history and heritage. So if you have any idea's for our new name, please submit them to us. 
  We have all been very busy working on making this project become a reality. Pat and Kathy from the Planning Dept have gone above and beyond their required positions to see this recreational area be funded and built in lower Northumberland County. John, Steve, and Bob from the engineering and design firm, are just totally amazing. I don't have to tell or describe to them what is needed or what we want . They look at this unique piece of property as a diamond in the rough and they can see a world class facility in the making. 
  We have some new and exciting additions that may be added to the park project. All I can say right now is "Stay Tuned In" . Here is where I'm going to ask for your help again. The 2nd Public meeting is scheduled for :

 Be there ! We are going to need you! There is some vocal local resistance to this project. They have circulated a local petition againt this project. I personally know it has over 500 names on it ( probably a lot more by meeting time). Also a local environmental group has gotten involved and they are hugging the trees and telling everyone how we will "destroy" the land. They are also going out of their way to tell everyone how disrespectful we all are. You all made a strong statement with your showing the first meeting, we need to do it again, only bigger. Bring a couple of friends or club members along this time.
 For those of you that will be coming from a good distance away. Let us know for sure that you are coming so we are expecting you. I will arrange for you to meet the "right" people so you can directly tell them your opinion and idea's.
 Wear you club shirts and jackets as a sign of your support !!!

Bantam Jeep Heritage Festival on August 12-14, 2011 in Butler, Pa.  We're busy pulling together all of the behind-the-scenes work that's needed when organizing an event of this size.  We hope to have registration materials available on the site in early October, so please be sure to check back and sign up!
 
We're writing today to ask for your assistance in helping the Butler Community win a $25,000 grant to help preserve the Bantam Building in Downtown Butler. This building is where the American Bantam Car Company designed and built the world's first jeep. Please read details below....

Our goal is to create a premier annual event that attracts Jeep enthusiasts from all over the Mid-Atlantic region.

Provide Positive Comments About Motorized Recreation

Earlier this year President Obama held a conference on America's Great Outdoors and established the America's Great Outdoors Initiative to be led by the Secretaries of Interior and Agriculture, the Administrator of the Environmental Protection Agency and the Chair of the Council of Environmental Quality.  The initiative is tasked with reconnecting Americans, especially children, to the outdoors and they have asked for public input and ideas. 

It is vitally important that the Administration hear from you about how you recreate on and enjoy public lands.  We can be sure that they are hearing from those who would support limiting or ending access for motorized recreation, but we have an opportunity to tell our side of the story as well.  Please visit http://www.doi.gov/americasgreatoutdoors/, sign-up and weigh in. 

Now is the time to make it clear that OHV recreation is a family oriented activity that allows for father and son and mother and daughter to spend quality time outdoors.  Too often OHV recreation is defined by the renegade few who behave irresponsibly.  Please take this opportunity make it clear that millions of Americans responsibly enjoy motorized recreation on public lands.

Talking Points:

OHV use is a legitimate, sustainable use of appropriate public lands, particularly on National Forests and Bureau of Land Management Units.

Motorized recreation is a healthy family activity and provides a great opportunity for families to "get away from it all," and to experience the great outdoors.

OHVers, like other recreationists, seek opportunities to not only enjoy the riding experience, but also opportunities to learn more about cultural and historical context, take in scenic views, observe wildlife, camp, hunt, fish and other activities.

The overwhelming majority of OHVers are conservationists, who seek to preserve the same outdoor experiences they enjoy for children and grandchildren.

OHVers are volunteers.  OHV clubs and organizations groom and maintain trails, trailheads and other facilities as well as adopt trails and provide the tools and experience needed for constructing and maintaining all sorts of recreational trails; not just OHV opportunities.

ATV and off-highway motorcycle riding encourages and promotes physical fitness

OHVs provide the opportunity for Americans of all ages and physical capabilities to enjoy the outdoors.

Within our monthly newsletter was a notice to the membership volunteering to work the Jeep Show to place their order for staff shirts.
I am needing to have this order submitted by April 15th and your help is greatly appreciated.
These shirts are done by an individual on the side to keep our costs down so he has asked for ample time to complete our order.

We have to provide enough shirts and stay within our allotted budget of $1,000.00 which places out total shirt count around 160. NO, kids sizes will not be ordered.

April 15th is the DEADLINE period. At that point I will have to complete the order based on past years orders.

OK, I've known the owner Zach Heisey for many years and always had nothing but complete confidents in his opinions and knowledge.
I just returned from a two week business trip just 30 miles south of his warehouse in Maumee, OH which by the way is only about 5 miles from JEEP manufacturing country in Toledo, OH.

IF you own a Full Size Jeep, a Willys, CJ, Commando, Gladiator, Scrambler, or any other Jeep manufactured prior to 1986 you need to get in touch with Zach at Z&M Jeeps.
I had a day off and made the trip to Maumee, OH. and was offered the "grand" tour of his warehouse inventory. Yeah, I was...well....just wanting to...OMG he has so much.
The "Bone Yard" out back is another 1/2 day tour.

Zach has so much stuff. And there is alot of inventory still unopened NOS (New Old Stock) within its factory packaging. He's a guy to connect with for sure. I now know it FIRST HAND after given the tour.
Yes, we went out for dinner (Tony Paco's for all of you other M*A*S*H fans) afterwards and I covered the tab and was also provided a really nice tour of Toledo, OH.
The charachter "Klinger" of the M*A*S*H series was from Toledo, OH. and mentioned this place in an episode that is now a global distribution company of their famous chili.

National Issues / National Forest System Land Management Planning

On December 18, 2009, the Forest Service published in the Federal Register a notice of its intent to begin a process of preparing a "new Agency planning rule... to guide land managers in developing, amending, and revising land management plans for the 155 national forests and 20 grasslands in the National Forest System (NFS)."

This is a big undertaking that could have a major impact on all types of recreation on Forest Service lands. We knew this was coming because last November, ARRA along with a number of other national OHV organizations, met with the new Chief of the Forest Service, Tom Tidwell. We, of course, discussed a number of issues with the new Chief including our ongoing concerns about the implementation of the Travel Management Rule and the need for adequate financial resources to manage and maintain a comprehensive OHV trail system for those National Forests that have completed the designation process.

During the course of our meeting, Chief Tidwell indicated that he would soon lead his agency through a new planning process. He emphasized to us that he hopes that all stakeholders, including OHV enthusiasts, concerned about the management of our National Forests will be engaged in this process. The first part of the process is to solicit views on the scope of the Environmental Impact Statement that will be used to "analyze and disclose potential environmental consequences associated" with the development of the new planning rule.

In the very same edition of the Federal Register that the Forest Service announced its intention to begin the new planning process, it also announced that it was issuing a "final rule (for forest planning) to comply with a June 30, 2009, Federal District Court order that has the effect of reinstating the National Forest System Land and Resource Management Planning Rule of November 9, 2000, as amended (2000)."

I normally would not ask you to do this, but let me direct your attention to pages 67059-67062 of the Federal Register. The "supplementary information" explains how and why this latest action on the "final rule" became necessary. After reading this, you will wonder, as I do, how our land managers can manage our National Forests with the exception of fighting forest fires. And planning guidelines can even make that process difficult. I would think that Chief Tidwell has some trepidation about starting a new planning process given the torturous path of 2000 planning rule.

The comment period for the "new planning guidelines" scoping process ends on February 16, 2010. ARRA will soon be sending you information about this comment period in the event you decide you would like to share your views/interests with the Forest Service.

The Camel Has His Nose under the Tent
More regulation is coming down the pike and this time it is being brought to you under the auspices of the U.S. Environmental Protection Agency. It seems that EPA has an interest in combining land use planning with climate change issues. On the very last day of 2009, EPA announced a 30-day public comment period for the draft document called, "An Assessment of Decision-Making Processes: The Feasibility of Incorporating Climate Change Information into Land Protection Planning." If you have a lot of time and want to read the actual 237 page report, go to www.epa.gov/ncea

The draft report takes a snapshot review of the land use planning decision-making process at all levels of government. The agency uses the term "Land Protection Planning." I think it will be just a matter of time before EPA takes the "official" position that local, county, and state as well as the federal government must consider climate change criteria when determining the use of public lands. If park planners think they have a difficult job now, wait until EPA gets finished with them. Even though the Congress hasn't sent climate change legislation to the President for his signature, the federal bureaucracy is rapidly issuing directives making climate change issues the "flavor" of the day, week, month and year and perhaps, the decade.

I guess EPA is wishing us all a Happy New Year of more regulation and government control. This issue will continue to evolve, but it will eventually have a major impact on recreational access issues for public lands. We will do our best to keep you posted.
